Senators Manchin and Murkowski authored the proposal previously. It is reported that the bill contains provisions for funding carbon capture, advanced nuclear, and solar/wind technologies. There is no mention of any carbon tax. The devil is in the details but hopefully this bill may prove to be a reasonable, bipartisan bill that both sides of the climate debate can find acceptable.
